How Santa Monica Apartment Buildings Trade

Santa Monica owners often want to know whether the city’s location and renter demand are fully reflected in a building’s value, how buyers will read the rent-control file, and whether upcoming work should be completed before marketing.

KST has completed 14+ Santa Monica multifamily sales totaling more than $49M. Across those assignments, two buildings with similar unit counts have produced different outcomes because of their registered rents, unit layouts, parking, physical condition, block, and the financing available to the buyer.

The best result depends on more than unit count or price per door. Buyers respond to the quality of the income, the condition of the building, the block, and the work that will follow a closing.

We review the income, City records, condition, location, and likely buyer pool together. The result should be a value range, estimated seller net, and sale strategy grounded in the building the owner has today.

Coastal Access, Established Neighborhoods, and Everyday Use

Santa Monica combines an established residential community with direct coastal access and several commercial districts that residents use throughout the week. The beach and Palisades Park shape the city’s identity, but the renter experience is also defined by walkable streets, neighborhood businesses, parks, schools, and access to employment across the Westside.

Around Montana Avenue, tree-lined streets, Spanish and courtyard architecture, and low-rise apartment buildings sit close to cafes, restaurants, independent shops, groceries, fitness, and everyday services. Residents can live on a quieter residential block and reach the commercial corridor without giving up convenient access to Ocean Avenue, Downtown Santa Monica, Brentwood, and the rest of the Westside.

Downtown Santa Monica and the area around the Third Street Promenade provide a more active setting near shopping, dining, offices, transit, and the coast. The concentration of uses can support renters who value walkability and mobility, while parking, street activity, and the position of the unit within the building become more important to the rental experience.

Main Street and Ocean Park have a different rhythm. Their mix of neighborhood restaurants, cafes, shops, parks, and beach access draws renters who want a residential setting with daily destinations close by. Farther inland, the Wilshire, Mid-City, Pico, and eastern Santa Monica areas connect apartment residents with neighborhood services, employment, transit, and nearby parts of West Los Angeles.

Santa Monica’s apartment stock includes 1920s Spanish properties, courtyard buildings, mid-century apartments, smaller multifamily assets, and later infill. Natural light, unit size, outdoor space, parking, street noise, building condition, and proximity to the places residents use most all influence leasing and buyer demand.

We use those differences when selecting sales and identifying the buyer pool. A Montana Avenue address, an Ocean Park location, or proximity to the beach can strengthen demand, but the value still has to be supported by the building’s income, layout, condition, and ownership costs.

Santa Monica Rent Records Shape the Underwriting

Santa Monica has its own Rent Control system. For a controlled property, buyers review the Maximum Allowable Rent for each unit, tenancy registration dates, lawful increases, deposits, parking, storage, appliances, pass-throughs, and any petition or decision affecting the rent or housing services.

We compare the owner’s rent roll with the City’s records before marketing. When the records agree, buyers can evaluate the current income and future plan with fewer assumptions. When they do not, the reason should be identified early so the owner can correct an error, document a legitimate difference, or reflect the issue in the valuation and disclosures.

Below-market rents may support a future-income case, but buyers also account for the current rent, legal increase path, likely turnover, renovation cost, and income produced while they wait. A general projection does not carry the same weight as a registered tenancy, documented unit condition, and supported market rent.

Architecture, Unit Size, and Condition Affect the Buyer Pool

Santa Monica’s older apartment buildings often offer larger floor plans, courtyards, original details, balconies, or a residential scale that can be difficult to reproduce. Those features can support renter retention and buyer interest when the property has been maintained and the layouts remain functional.

At 831 12th St., KST marketed a 1928 Spanish-style fourplex just south of Montana Avenue. The architecture, location, unit sizes, and residential setting helped the property reach both local investors and buyers drawn to smaller Santa Monica assets. The campaign produced five offers within one month and closed at $3.13M.

A larger building is more likely to be judged primarily on its income, expenses, systems, and financing. Even then, larger units, natural light, outdoor space, parking, and a well-maintained building can distinguish the property from other investments at a similar yield.

Before marketing, we review the roof, plumbing, electrical service, seismic work, balconies, drainage, windows, interiors, parking, permits, and insurance considerations that are relevant to the property. Completed work should be supported by permits, invoices, warranties, inspection reports, and other records where applicable.

Two Santa Monica Sales, Two Different Execution Plans

At 844 6th St., KST represented the seller of a 12-unit building just south of Montana Avenue. The property offered larger units, patios or balconies, gated parking, and completed soft-story work. The campaign generated eight offers within two weeks, closed for $6.3M, and finished $300,000 above the asking price within 45 days of going to market.

929 Idaho Ave. required a different approach. The beneficiaries had inherited the 10-unit building, which had received a new roof, copper plumbing, electrical updates, and new windows. KST focused on exchange buyers able to understand the existing income, completed work, and closing requirements. The transaction closed for $5.475M with a buyer who completed a 14-day escrow, less than 60 days after the listing agreement was signed.

Sixth Street benefited from broad competition and a strong property presentation. Idaho required a buyer with the timing and experience to perform in a more cautious market. Both results depended on matching the building and the owner’s priorities with the right buyer and transaction terms.

Measure GS Belongs in the Seller-Net Calculation

Santa Monica has its own Documentary Transfer Tax. It is separate from the City of Los Angeles Measure ULA tax.

Under the current City schedule, transfers below $5M are taxed at $3 per $1,000, transfers from $5M through $7,999,999.99 are taxed at $6 per $1,000, and transfers at $8M or more are taxed at $56 per $1,000. Los Angeles County documentary tax is additional.

The jump at $8M can materially change the seller’s net. When a likely value is near that threshold, we calculate estimated proceeds at more than one sale price instead of assuming that a higher contract price always produces a better result after transaction costs.

The City publishes the current rates and examples on its Documentary Transfer Tax page. Tax questions and ownership-specific exemptions should be reviewed with the owner’s tax and legal advisors.

What We Review Before Recommending a Price

We can begin with the address and current rent roll. A reliable valuation usually requires:

  • Leases, tenancy registration dates, Maximum Allowable Rents, deposits, and income from parking, storage, or laundry

  • Trailing income and expenses, including insurance, utilities, property tax, registration fees, and repair history

  • Information about vacancies, renovations, roof, plumbing, electrical service, seismic work, balconies, windows, and other capital needs

  • Unit sizes, layouts, outdoor space, parking, architecture, and the building’s position on the block

  • Permits, inspection reports, warranties, contracts, and notices affecting the property or a tenancy

  • The owner’s debt, timing, ownership structure, and expected use of the proceeds

We use that information to prepare a value range, estimated seller net, and recommended market approach. For an inherited property or partnership, we also identify the decisions that require agreement before marketing begins.

Hold, Refinance, or Sell

Many Santa Monica apartment buildings have been held for decades and may be part of an estate, family partnership, or long-term investment plan. The decision can involve current income, management responsibilities, future work, tax planning, and the owner’s relationship to the property as well as price.

Holding may make sense when the income is dependable, the debt is favorable, the work is manageable, and the property still fits the owner’s plans. Refinancing may provide needed capital without a sale. Selling may become more useful when management has become a burden, major work is approaching, ownership needs to be resolved, or the equity has a clearer use elsewhere.

How much does proximity to Montana Avenue, the beach, or Main Street affect value?

These locations can materially strengthen renter and buyer demand because they give residents access to the coast, dining, shopping, parks, and everyday services. The effect is strongest when the property also offers functional layouts, natural light, outdoor space, parking where available, and a condition appropriate for the rent. We compare the subject block and building with sales that share the same demand drivers rather than applying one location premium across the city.

How does Santa Monica Rent Control affect an apartment-building valuation?

Buyers review the registered Maximum Allowable Rent, tenancy date, lawful increase history, housing services, deposits, and any petition or decision affecting each unit. They may recognize future rent potential, but they also account for the time, cost, and uncertainty involved in reaching a different income level. Clean City records and a rent roll that matches the leases make the income easier to underwrite.

Does Measure ULA apply to a Santa Monica apartment sale?

No. Measure ULA is a City of Los Angeles transfer tax. A property inside Santa Monica is subject to Santa Monica’s own Documentary Transfer Tax, including the Measure GS tier for transfers at $8M or more, plus the applicable Los Angeles County documentary tax. Confirm the current rates and the property’s jurisdiction when preparing the seller net.

How should Measure GS affect the asking price?

If the likely value is near $8M, calculate the seller net at several realistic prices on both sides of the threshold. The comparison should include the City and County transfer taxes, debt payoff, commissions, closing costs, and any ownership-specific tax considerations. The best list price should reflect buyer demand and the owner’s net, not the threshold alone.

Is a Santa Monica fourplex valued differently from a larger apartment building?

A two-to-four-unit property may attract owner-users, local private investors, and buyers using residential financing. Architecture, a vacant or deliverable unit, outdoor space, parking, and the condition of the unit an owner may occupy can affect the price. A five-unit or larger property is generally underwritten more heavily on income, expenses, CAP rate, GRM, financing, and the work required after closing.

Should I complete repairs or renovate a vacancy before selling?

Begin with work that affects safety, insurance, financing, active water intrusion, or a known compliance issue. A completed and documented repair can reduce buyer uncertainty. A renovated vacancy can demonstrate achievable rent and finish quality, but the work still has to justify its cost and the time it adds before marketing. We compare the likely sale impact with the budget and timing before recommending the work.

What should I prepare for the sale of an inherited Santa Monica apartment building?

Start with the ownership and estate documents, rent roll, leases, City rent records, deposits, trailing income and expenses, insurance, property tax, repair history, and any notice or agreement affecting a tenancy.
